Removed the assumption that material 0 always has 0 importance by
permitting assignment of nonzero importances to material 0 and use of
those importances when coloring and labeling by importance.
Fixed calculation of bounding box of rotationally symmetric cells
that are infinite in 1 direction.
Fixed problem caused by a lattice unit cell defined as inside a
transformed solid body.
Added test to recognize cells in a universe filling a lattice
that are coincident with the lattice unit cell so that such cells do
not prevent correction recognition of the lattice as a voxel lattice.
Implemented reuse of surfaces created to bound infinite lattices
to aid in recognition of distinct lattices as using the same or
equivalent unit cell.
